Add k-mer to a hash map if it does not exist

Arguments

kmers	hash map containing k-mers (see update_kmers)
kmer	encoded integer vector representing a k-mer
num2str	hash map representing encoding between integer and string
kmer_decorator	function that can add extra characters to the string representation of k-mer
