getBinRpkMean get mean duplication rate per bin
Usage
getBinRpkMean(p, stepSize, DupMat)
Arguments

The vector of bins
stepSize
The window size
DupMat
The duplication matrix calculated by analyzeDuprates
Value
The averaged RPK per bin
