Setter function for the feat_ID slot. Directly replaces (sets) this slot

Across a single modality/feature type, and within a spatial unit, all feature
information is expected to share a single set of feat_IDs. These feat_IDs
are stored within the giotto object's feat_ID slot separated by
feat_type. 
Pass NULL to feat_IDs param in order to delete the entry. 
Pass 'initialize' to feat_IDs param in order to initialize the
specified entry. 
NOTE: The main purpose of the setter is to initialize, as feat_ID values
are AUTOMATICALLY updated every time initialize() is called on the
giotto object.
